Approved vs Non-Approved Housing Societies in Islamabad and Rawalpindi: What CDA and RDA Status Means for Your Money (2026)
“CDA approved”, “RDA approved” and “NOC available” can be found on nearly every plot advertisement, but mean different things. Some refer to the layout being approved. Some indicate an application having been lodged. Others are approvals in principle, with only some indicating the authority has approved the scheme for development and sale. This document explains the difference, what the authorities themselves say happens to non-approved schemes and how to interpret scheme status before the money is paid.
Short answer: approval is a ladder not a switch. Check four things before you rely on any statement that your scheme is approved: what authority is in control of the land, how far along the approval ladder your scheme really is, whether your plot was within the scope of consent, and whether the seller has a good titles like i.e., Authority, Stage, Scope.
1. Approval is a ladder: where does the scheme actually stand?
Official statuses are not the same for every rung and authorities treat them very differently. Marketing generally bundles together rungs 1–3 into the single word “approved”.
| Rung | Official status | What the authority says | Your position as a buyer |
| 0 | Unauthorised / illegal; or LOP or NOC cancelled | CDA and RDA direct sponsors to stop development, marketing, booking, sale, allotment and transfer; sealing, demolition and FIRs can follow | Highest risk; any transaction is at your own cost |
| 1 | Applied: “file submitted”, “under examine”, “under process” | No approval No approval already. RDA informs that the above status are not approvals. | No approval exists yet |
| 2 | LOP provisional or approved; NOC not issued NOC not issued | CDA ends development and sale approval ends development | Sale a booking one step ahead of permission |
| 3 | LOP validated and NOC issued | Development and sale is under scope and conditions | The lowest scheme-standard confidence |
| 4 | Completion Certificate | Development completed to approved layout, service designs and specifications | Confirm which area and works it covers |
As checked on 25 October 2026, what was on CDA’s Private Housing Schemes page numbered 70 entries. 31 showed an issued or approved NOC, 32 showed “Not Issued”, six showed a cancelled NOC and one had no NOC value; 12 showed a cancelled LOP. That’s less than half of schemes on CDA’s register showing an issued NOC. A seller who says “CDA approved” may be referring to rung 2.
A cancelled LOP or NOC demotes the scheme to rung 0 until the cancellation is withdrawn. Read the full entry, not just the headline, to see the phase name.
2. Differences between the CDA and RDA regimes
Islamabad and Rawalpindi border each other, however, their rules and registers are different, and there are varying enforcement tools. It appears that the CDA believes that rules for ICT zone stop at 17-series sectors: no Islamabad sectors exist south-west of I-17 to south of A-17.
| Feature | CDA (Islamabad Capital Territory) | RDA (Rawalpindi district areas) |
| Legal basis | CDA Ordinance, 1960 ICT (Zoning) Regulations, 1992 Regulation for private schemes (2023) in Zones 2, 4 and 5 (S.R.O. 886(I)/2023) | Punjab Development Authorities Private Housing Schemes Rules, 2021 (Amended in 2026) |
| Approval path | Two stages: LOP and then NOC; Completion Certificate issued upon development | Applications are examined and has been issued via the Housing Societies Management System (HSMS) since 1 September 2026. |
| Public records | Private housing schemes approved, Register of illegal schemes, list of public notices | Approved and illegal schemes registers, including a separate list for District Council areas, and notices on Downloads page |
| Advertising | CDA has requested the media not to air ads of non-approved scheme; approved ICT scheme should prominently show approved LOP with QR code | RDA requires its own NOC to advertise private scheme; PEMRA banned airing advertisements of non-approved scheme |
| Enforcement tools | 15-day notice and seven-day show-cause, followed by sealing of site/marketing offices; demolition of illegal infrastructure; utility companies told to provide connections according to sanctioned plansplans | Formal notices, FIRs, sealing, demolition, freeze on land transfer, referral to FIA Cyber Crime Wing |
| Plots | Allos and trsfrs are made by sponsors without a CDA check: co-ops are under the Registrar | The same applies: scheme approval is not an individall allosproc |
An approved scheme under one authority does not apply to the land of another. One selling scheme called ‘Islamabad’ but situated in Rawalpindi, Taxila, or Attock is under another authority. In May 2026 ‘CDA’ requested Competition Commission of Pakistan to take action against 61 schemes that were misusing their Islamabad names or sector numbers while being outside ICT.
3. What does “non-approved” actually mean?
The notices, though issued to sponsors, burden on plots and plot-holders. The notices issued by the authority themselves read as following.
The trade is suspended. The notices of CDA ask all sponsored companies to desist from development, marketing, sale & purchase, allotment and transfer of plots. The notification of RDA issued in February 2026 asks un-authorised sponsoring companies to desist from development, marketing, booking & sale.
- Disconnect services. Cda has told electricity and gas companies to refuse connection to illegal arrangements and that connections are made solely on approved plan and layout of building.
- Buildings are demolishable. CDA’s notices require removal or demolition of unauthorised constructions as well as threatening takeover action.
- Public-use land can’t be sold On 2026 CDA announced, “Any allotment, transfer, sale, purchase or construction within the boundaries of the designated amenity plots in the Zone-5 scheme will not be legally valid.”
- Not just agents and advertising companies. Sealing orders by CDA in September 2026 mention its rules also permit sealing offices of advertisers, consultants, contractors, real estate agents and marketing partners.
- The authority does not accept responsibility for your loss. RDA says that it will not be responsible for losses in schemes that it has declared unauthorised, and that such transactions are the responsibility and cost of the purchaser. The CDA makes the same statement about investments made in false advertisements outside ICT.
- A penalty is not an approval In July 2026 CDA de-sealed the office of a Zone-4 scheme after the sponsor paid a penalty and agreed not to develop, market or sell until approvals were in place. The scheme was still not approved.
4. Regularisation is a proposal, not a legal status
Unapproved schemes are often informed by buyers that “the society will be regularised soon”. The public record justifies hesitation.
- As revealed, a high-level CDA panel had recommended an proposal to legalise 97 societies.
- In July 2026, the Standing Committee on Interior of the National Assembly told CDA to fast forward the process of regularisation. The chairman of the CDA said a consulting firm had been engaged to come up with a framework, and that work would soon begin.
- In those same months, the GDPA issued show cause notices and sealed offices.
No provision is made at this time, and the criteria for qualification, amount and conditions remain unknown. To buy in today on the premise of future regularisation, involves paying a sponsor today for an outcome not yet granted by law.
5. Approved doesn’t mean safe
Scheme-level approval is necessary, not sufficient.
- LOP without NOC. Check on CDA’s notices page show-cause notices for 21 January 2026 for a Zone-5 phase as per register “LOP Approved, NOC Not Issued”.
- Extensions and later phases. RDA’s July 2026 show-cause notices to 13 schemes and sub-divisions ranged from extensions to an existing scheme to later phases of recognized brand schemes.
- Amensities and mortgaged plots. CDA does not officially disclose the number of residential, commercial and amensity plots. Under Clause 40 of the 2023 Regulation, however, ICT sponsors are required to disclose on their own website information about the plots mortgaged with CDA and the number of residential, commercial and amensity plots. Which of your plots was also mortgaged? Under the Punjab Private Housing Schemes Rules, 2022, a local-government approval involves mortgaging 20% of saleable area as security for completing development.
- Forgery of approvals. In April 2026, the CDA announced it had never issued a certain alleged layout-plan approval letter for a Zone-5 scheme that was being circulated on WhatsApp.
- Title, possession and dues. The approval shall not be deemed to be an acknowledgement of the correctness of Title, possession or dues.
6. Why non-approved plots cost less, and who pays for the discount
The discount is the market’s assessment of the regulator risk. The problem is who bears it. When the authority says a deal is at the buyer’s risk, the discount is not a sale price; it is the amount the sponsor makes you pay to bear a risk the sponsor has created.
The sticker price also omits costs that surface later:
- Legal fees to search the title and status.
- Delayed or unavailable utility connections.
- Building permission uncertainty which is connected to layouts that have been approved.
- Sealing, halt order or demolition.
- A more limited resale market (subsequently requiring the same approvals from new buyers).
- Potential compliance costs if a regularisation mechanism is ever introduced.
Whose loss is it if approval doesn’t come? “You” should the answer, price the plot for your profit or abandon the project.
7. Farm houses, agro-farms, sub-divisions and borrowed names
Label on a scheme is no change in the rule. CDA’s illegal list and register of scheme consists of farm housing and agro-farming schemes. CDA’s May 2026 notice was for housing and agro-farming schemes in Zones 3 and 4. RDA’s July 2026 notices were for farmhouses and land sub-division. A farm house or a sub-division is still subject to the required approval. The same applies to”Islamabad, “Capital”and numbered sectors, they are marketing not jurisdiction.
8. Five questions that sort schemes quickly
Hand these over to the seller, and get the answers in writing.
- What authority approved this scheme and where can the reference be seen?
- Current LOP and NOC statuses for the phase on the authority’s register today?
- Can I find my plot on the approved layout, and is it a residential plot and not an amenity one or mortgaged?
- Are the sponsor legal entity, and are they registered with the Registrar/SECP and are they the payee?
- May I confirm these answers directly with the authority?
No: Resisting question 5 has revealed information that you need. Refer to our companion guide to get the step-by-step processes of the entire process- How to Verify a Housing Society Islamabad, and Rawalpindi.
9. A decision table
| Position | Typical status | Sensible next step |
| Cleared | Cleared LOP and NOC for your phase; plot within the layout; clean title Give us the full documents | Proceed with the title, dues, transfer and legal checks |
| Incomplete | Incomplete LOP provisional/approved but NOC not issued; or application pending | Do not pay for the plots, get the written status from the authority and wait for NOC |
| Unapproved | Unacceptable On your illegal list, LOP or NOC cancelled, subject to notices, or no tangible record | Avoid: If you paid, get legal opinion and retain all documents. |
10. Overseas Pakistanis
You cannot see the plot or file in person, so you’re unable to verify without the seller. Always verify through the authority’s register; demand written authorisation and hire your lawyer or agent to visit and physically inspect the plot and documents. Watch out for advertising that positions a Punjab scheme in the capital. The Competition Commission is actively accepting foreign Pakistanis’ evidence of deception in real estate advertising through an online portal (cc.gov.pk).
11. Final checklist
- I can tell what jurisdiction the land is under, by how old it is not, what you call it.
- I have read the scheme’s current entry, including LOP and NOC status for my phase.
- I have checked the blacklists and the notices available to the authorities.
- My plot is within the approved layout and not an amenity or mortgaged plot.
- Clerk I checked the seller’s title, the allotment file and what remains to be paid.
- I have a method for remitting payment to the entity.
- I have written confirmation of this from the authority, or advice of my solicitor, for any of this that remains undecided.
- I have re-verified the official status on the payment date.
If any of the responses was unanswered, mark the acquire as unverified.
Commonly Asked Questions
These are separate regulators: CDA regulates private schemes Islamabad Capital Territory, as per CDA Ordinance, ICT Zoning Regulations and the 2023 Regulation; RDA for schemes of its jurisdiction in Rawalpindi district, as per the Punjab Development Authorities Private Housing Schemes Rules, 2021. Approval from one authority, is not valid for land under the other.
Not entirely. CDA considers the LOP and NOC as distinct milestones, and states that sponsors can start development and schedule sales following the NOC. Refer to the NOC for the phase for which it applies.
This indicates that on the date it was booked, the planning authority had not yet granted permission for that scheme or phase. The booking was therefore put in place prior to permission having been granted. Obtain written confirmation from the planning authority before making payment.
The notices you have seen state to a sponsor not to promote or sell; they do not state that it is an offence for the buyer. They do inform the public, disclaim the department as liable for loss, and can include refusal to recognise transfers and certain development on the land. The practical exposure is immense, so seek legal advice before signing anything.
Notify of building permission to layouts. CDA is building control authority for private schemes and informed utilities to only connect services in accordance with layout and building approval. Check with appropriate building control office before purchasing.
Regularisation may be mentioned and talked about, but the reports to July 2026 are for a system which is being put together. It is not a current legal status which you can depend on.
No. A NOC is a certificate issued by the authorities. Can I have a NOC? You can also check your plot for possession and approval of the infrastructure and utility connections.
A scheme claims it is in Islamabad. So is it administered by the CDA?
Not always. CDA states ICT does not extend to 17-series sector borders and has approached the Competition Commission against proposals employing Islamabad names or sector designs being structured elsewhere.
Yes. In the database and illegal list of the CDA, there are such farm housing and agro-farm business plans. While the 2026 notices of the RDA involves farmhouses and the land sub-division of farm land.
To CDA for schemes in ICT, to RDA for schemes in its jurisdictions, to Competition Commission of Pakistan (cc.gov.pk) for deceptive marketing, and to the FIA Cyber Crime Wing for unlawful online promotion and financial misappropriation.
Conclusion
The difference between a approved and unapproved society is not the symbol, but the step on the ladder, within a certain rim, for a certain stage & plot, at a certain date. As CDA and RDA have stated time and again in 2026, applications, advertisements, visible development & future regularisation do not constitute approval. 5 lets consult the record, localise the land and allow the paper trail, not the coercion, to determine the timing.
