Property Transfer Costs in Islamabad, vs Rawalpindi: Your 2026 Official Rates Guide

Most articles about transfer costs just give one percentage and say that’s the total cost of buying a plot. That’s usually not accurate. When you buy a plot, in Islamabad or Rawalpindi the transfer cost is not one thing. It’s a bunch of charges piled on top of each other. These include the advance tax, stamp duty, a registration or record fee, an authority or society fee and some private costs too. Each of these charges is paid by someone calculated based on different values and has its own rate.. Guess what? Several of these changed in 2026. So if you’re looking to buy a plot don’t just go by one percentage. You need to know each charge.

The short answer: identify the office that records your transfer (CDA, the ICT Sub-Registrar, Punjab’s registration system, a cantonment board or a housing society); price each layer separately using that month’s rate; and check each party’s tax status because it moves the federal tax by a factor of four to eight

What Changed Between July 2025 and October 2026

1. The Cost Stack: Five Layers, Five Different Payers

LayerWhat it isWho Levies itTypical Payer
1. Federal advance taxSection 236K (purchase) and 236C (sale) of the Income Tax OrdinanceFBR, collected at transferBuyer pays 236K; seller pays 236C
2. Stamp dutyDuty on the transfer instrumentICT Administration or the Government of PunjabUsually negotiated; often the buyer
3. Registration or record feeCost of recording the deed or mutationSub-Registrar or land-record officeUsually the buyer
4. Authority or society feeCDA transfer fee, or a society’s transfer and record chargesCDA, development authority or societyAs agreed or per rules
5. Private costsAgent commission, lawyer, deed writer, verificationPrivate partiesAs agreed in writing

Before signing request an itemised estimate that labels each layer. A single figure called “transfer tax” always hides details.

2. Advance Tax: the Official TY2027 Numbers

The Federal Board of Revenue’s Withholding Tax Rate Card for Tax Year 2027, updated to 30 June 2026 under the Finance Act 2026, gives these rates for a transfer taking place between July 2026 and June 2027.

SectionCollected FromBaseATL RateNon-ATL Rate
236KBuyerFair market value of the property1.25%10.5% up to Rs 50 million; 14.5% from Rs 50 to 100 million; 18.5% above Rs 100 million
236CSellerGross consideration received2.75%11.5% in every band

Three points follow from the card.

  • Status is the biggest cost lever: On a Rs 20 million transfer a non-ATL buyer pays 8.4 times what an ATL buyer pays under 236K, and a non-ATL seller pays about 4.2 times what an ATL seller pays under 236C.
  • The two sections use different bases: 236K uses fair market value; 236C uses the consideration received. Ask your tax adviser how fair market value is determined for your plot instead of assuming it equals the price in the agreement.
  • These are advance taxes, not necessarily the final liability: What a seller pays at transfer is not automatically the final capital gains position, which depends on the facts and the law.

A caution on stale tables: When we checked on 25 October 2026, FBR’s overseas-Pakistanis FAQ page on filer rates still displayed the Finance Act 2025 slabs, including a “late filer” column, while the TY2027 rate card showed the new two-category structure. If even an official FAQ page can lag, an article from 2025 certainly can. Use the dated rate card and record the date you used it.

3. Islamabad: Three Routes, Three Sets of Costs

Property marketed as “in Islamabad” is recorded in one of three ways. Establish which before you budget.

RouteWho Records the TransferCost Points to Confirm
CDA-administered plot or houseCDA Estate Management, through its transfer applicationCDA transfer fee; building-control and dues clearances
Land transferred by registered deedSub-Registrar, ICT AdministrationStamp duty, registration fee, federal advance tax
Private housing or co-operative societyThe society (and the Registrar for co-operatives)The society’s transfer and record charges, plus any deed

The CDA transfer fee: For properties within CDA limits the fee is 1% of the FBR-notified value following the CDA board’s 9 April 2026 decision, which modified the notification of 1 July 2025. It applies to CDA-administered property; it is not a charge on everything sold in Islamabad. It is calculated on the FBR-notified value, not the open-market price so obtain the notified value for your plot or sector. CDA’s website describes the transfer application as made at the office of its One Window Operation; ask CDA for the current checklist before you pay.

Registering a deed: ICT Administration’s published procedure is: have the deed prepared by a deed writer deposit the dues at the National Bank of Pakistan and attend the Sub-Registrar’s office at Markaz with the seller, the purchaser and two witnesses. Registration is carried out the day and documents can be collected after three days. The ownership proof must be original and the CNICs of seller, purchaser and witnesses are required.

The digital route: In September and October 2026 NITB and the ICT Administration announced that land records and property services had been digitised through the unified Pak App, with NADRA CNIC, biometric and OTP verification, digital Fard issuance, online registration of sale deeds and powers of attorney and e-stamp papers linked to OneLink. As reported the e-stamp system is run by the Punjab Land Records Authority under an agreement with the ICT Administration. ICT’s own service page still describes the in-person procedure so confirm which route applies to your transaction.

Stamp: Registration fee in ICT. Published guides disagree on the ICT stamp duty, registration fee and any capital value tax and none we found was an official schedule. We therefore give no figure. Obtain the amount from the e- challan or the Sub-Registrar on the day of transfer.

4. Rawalpindi

Punjab’s system and the local layers:

  • Rawalpindi is in Punjab so Punjab law and land-record services apply, along with layers depending on the property.
  • Punjab Land Records Authority (PLRA). PLRA runs Punjab’s estamping system, e-registration and the DC valuation service. These are starting points but a valuation look-up gives you one input, not the whole cost.
  • Stamp duty. The Punjab government issued the Stamp (Amendment) Ordinance 2026 in April 2026. As reported by The Express Tribune it standardised stamp duty on property at 1% (rural property had been charged 3%) and introduced an “assignable deed” taxed at 1% for transactions completed within 12 months and 2% beyond that. A later summary of the consolidated Act cites urban rates so confirm the rate on the PLRA e-stamp challan before relying on any figure.
  • Cantonment property. Property in Rawalpindi Cantonment is processed through the cantonment authorities. May carry different charges from property handled through a regular revenue office.
  • Development. Society property. Plots in RDA-regulated or private schemes often move by society transfer of a registered deed. The society sets its transfer and record charges and RDA now processes scheme applications through its digital Housing Societies Management System.
  • Other levies. Do not assume capital value tax or any other local levy applies; ask the registration office to confirm in writing.

Because an Islamabad rate does not apply in Rawalpindi and a Punjab rate does not apply in Islamabad fix the jurisdiction first.

5. Which Value Drives; Which Charge

ChargeValue Used (confirm for your case)
Section 236KFair market value of the property
Section 236CGross consideration received
CDA transfer feeFBR-notified value of the property
Stamp dutyThe value prescribed under the Stamp Act and valuation tables, or the declared value; the e-stamp challan shows the figure
Society or authority feeIts own schedule

An estimate that multiplies the advertised price by one percentage will be wrong on at least one line.

6. A Worked Example: a Rs 20 Million Property

This example uses the official TY2027 federal rates and assumes, for illustration only, that fair market value equals the Rs 20 million price. Your own figures will differ.

ItemActive Taxpayer ListNon-ATL
Buyer, section 236KRs 250,000 (1.25%)Rs 2,100,000 (10.5%)
Seller, section 236CRs 550,000 (2.75%)Rs 2,300,000 (11.5%)
Combined federal advance taxRs 800,000Rs 4,400,000

To this you would add, on the confirmed basis for each:

  • CDA transfer fee, if the plot is CDA-administered: 1% of the FBR-notified value. Per Rs 10 million of notified value, that is Rs 100,000.
  • Stamp duty and registration fee: the amounts shown on the e-stamp challan or given by the Sub-Registrar.
  • Society or authority fee: per its written schedule.
  • Commission, legal and documentation costs: as quoted.

The point of the exercise is the first table. The difference between ATL and non-ATL status on this single transaction is Rs 3.6 million.

Confirm rates and valuation with the relevant authority, registrar, FBR, and housing society.

7. Using a Calculator Without Being Misled

A calculator is useful for a budget but it is only as accurate as its rates and its jurisdiction setting. Before relying on any tool check that:

  • Its section 236C and 236K rates match FBR’s TY2027 rate card with ATL and non-ATL categories
  • It applies the CDA fee only to CDA-administered property;
  • It lets you enter stamp duty from the actual challan instead of assuming a rate;
  • It states the date of its rates.

Treat any calculator output as a planning aid, not a tax assessment or payment challan.

8. Overseas

Overseas Pakistanis. FBR’s overseas FAQ states that a non-resident holding a POC or NICOP whose stay in Pakistan in the year is under 183 days can pay the filer rate under sections 236C and 236K even if not on the filer list. The registrar, authority or society responsible for recording the transfer creates a payment slip through FBR’s Overseas Pakistanis link. The Commissioner approves it after checking the documents. Because that page still showed 2025 rates confirm with FBR that the procedure applies unchanged under the Finance Act 2026.

Foreigners. ICT Administration’s page states that a foreign individual or company must obtain NOCs from the Ministry of Interior and the Ministry of Foreign Affairs and apply to the ADC(R) or District Collector before the deed is prepared.

Remote buyers. If you are abroad a power of attorney must be properly. Verified and a lawyer should handle the registration. Do not transfer funds before the verification steps are complete.

9. Documents To Prepare

The responsible office gives the list but expect to need:

  • CNICs of the parties and for a deed two witnesses.
  • Original ownership proof, allotment letter or title documents.
  • The agreement and where applicable the deed prepared on estamp paper.
  • Evidence that society, authority and property dues are cleared.
  • Receipts for each tax and fee.
  • A verified power of attorney if anyone acts for a party.
  • Additional records for gifts, inheritance or company transactions.

A checklist for one society or office does not apply to every property.

10. Mistakes that Inflate Transfer Costs

  • Using a 2025 table. Federal rates and categories changed with the Finance Act 2026.
  • Applying the -April CDA fee. The 3% rate was in force from July 2025 to April 2026.
  • Applying CDA’s fee to -CDA property.
  • Applying one city’s rates to the other.
  • Ignoring tax status. The ATL gap is the line in the estimate.
  • Skipping the written dues statement. Unpaid instalments and charges raise the cash you need on the day.
  • Leaving the cost split vague. Agree in writing who bears each item.
  • Additional records for gifts, inheritance or company transactions.

A checklist for one society or office does not apply to every property.

11. Asked Questions

Are transfer costs the same in Islamabad and Rawalpindi?

No. Federal advance tax is the nationwide but stamp duty, registration, the CDA fee, society charges and the recording office differ by jurisdiction and property type.

What is the CDA transfer fee now?

1% of the FBR-notified value for properties within CDA limits following the CDA board’s decision of 9 April 2026. It was 3% from July 2025 until then.

What are the section 236K and 236C rates for 2026-27?

Per FBR’s TY2027 rate card: 236K is 1.25% for ATL buyers and 10.5%, 14.5% or 18.5% for -ATL buyers depending on value; 236C is 2.75% for ATL sellers and 11.5% for non-ATL sellers.

Who pays 236K. Who pays 236C?

236K is collected from the purchaser and 236C from the seller. Other costs are split as agreed so put the split in writing.

Is stamp duty in Rawalpindi 1%?

Punjab reported a 1% in April 2026 with an assignable deed at 1% or 2% depending on timing. Confirm the rate on the e- challan because later summaries differ.

Can overseas Pakistanis pay the filer rate?

Can I register a deed online in Islamabad?

NITB and ICT Administration announced registration of sale deeds and powers of attorney through the Pak App in October 2026. ICT’s service page still describes the Sub-Registrar visit at Markaz so confirm which route applies.

Is a calculator’s result final?

No. It is an estimate. Confirm rates, valuations and payment requirements with the office before paying. A transfer cost is the sum of five layers each with its authority, payer and valuation base. In 2026 the biggest movers were the CDA fee, which fell back to 1%; Punjab’s stamp duty, reported at 1%;. The federal advance-tax structure, now split into ATL and non-ATL. Identify the recording office price each layer from a dated source check both parties’ tax status and get the figures in writing before money moves.
