DHA Islamabad VS Bahria Town Rawalpindi—Which One Is the Best Property Investment, in 2026?

When you compare DHA Islamabad with Bahria Town Rawalpindi you get a picture but the picture might lead you to a bad decision. Both DHA Islamabad and Bahria Town Rawalpindi are well‑known projects. Each of these projects is actually a bundle of phases. Each phase has its own price, its own delivery timeline and its own legal status. In this guide I look at evidence that you can check yourself: Zameen’s price index, the records from the Capital Development Authority and the notices from the Rawalpindi Development Authority that were published in 2026. I do not give either DHA Islamabad or Bahria Town Rawalpindi a rank because the data does not point to one winner.

The short answer is simple: DHA Islamabad plots cost more on average than plots of the size in Bahria Town Rawalpindi. However if you zoom in on phases you will see that the phases of Bahria Town Rawalpindi are priced higher per square foot than the corresponding phases of DHA Islamabad. The legal situation is also tied to the phase. So you should compare DHA Islamabad with Bahria Town Rawalpindi phase by phase check the block and factor in the cost of getting in and, out of each development.

Averages are asking-price index figures that combine plot sizes and phases. I think the changes are calculated by arithmetic, from Zameen’s reported averages.

1. How Each is Regulated

DHA. DHA Islamabad–Rawalpindi was formed under Act XII of 2013 notified in the Gazette of 19 March 2013. It does not appear on CDA’s register of housing schemes, which lists schemes by Layout Plan (LOP) and NOC status. Third-party guides say its phases need no CDA or RDA NOC and that its phases lie partly in ICT and partly in Rawalpindi district. We could not confirm this against DHA or authority records so ask for written confirmation for your phase. A statutory footing does not settle possession balloting status or the history of a file.

Bahria Town. Bahria Town is a developer and its phases sit on both sides of the boundary. CDA’s register lists several of them in Zone 5 with statuses while later Rawalpindi-side phases and extensions fall to RDA. For anything in ICT the approval ladder applies: CDA states that sponsors may start development and plot sales after the NOC so an LOP without an NOC is incomplete.

2. What the Official Records Show About Bahria Town Phases

The following comes from CDA’s pages and, from reports of RDA’s notices. It concerns phases, not the whole brand and notices are allegations pending the sponsor’s reply, not final findings. We did not find the sponsor’s replies.

PhaseCDA Register CDA Public Notices or RDA notice
Phases II, III, V and VILOP approved, NOC issued17 Sep 2026: CDA published comments on a request to approve a revised and extended layout plan
Phase VII-ELOP approved, NOC issuedNone seen
Phase VIILOP approved, NOC not issued12 Dec 2025: show-cause notice
Phase III-E and IVLOP approved, NOC not issued (register still showed LOP approved)21 Jan 2026: show-cause notice; 17 Sep 2026: CDA notice of cancellation or withdrawal of the layout plan
Phase VIII ExtensionNot on CDA register29 Jul 2026: RDA show-cause notice reported by APP, with seven days to reply

Two lessons follow. First CDA’s register was behind its notice for Phase III-E and IV so always check the Public Notices page as well. Second one brand has phases at every stage: issued NOC, no NOC, a cancelled layout plan and an extension under notice. One third-party reading of RDA’s lists on October 19 2026 also mentions Phase IX and Dhagal on RDA’s list. We could not access RDA’s pages directly so please verify this information with RDA before relying on it.

For DHA we found no CDA notice naming it on the Public Notices page. We could not read RDA’s lists. That is an absence in what we reviewed, not a clearance.

3. Prices: Compare Like For Like Then Phase By Phase

By plot size. According to Zameen’s August 2026 data DHA Defence plots of the size are listed at a higher average price, than Bahria Town Rawalpindi plots.

Plot sizeDHA DefenceBahria Town RawalpindiDHA premium
5 marlaPKR 79.33 lakhPKR 66.51 lakh+19%
7 marlaPKR 1.28 crorePKR 84.06 lakh+52%
10 marlaPKR 1.43 crorePKR 1.19 crore+20%
15 marlaPKR 2.72 crorePKR 1.41 crore+93%
1 kanalPKR 3.33 crorePKR 2.45 crore+36%
2 kanalPKR 6.49 crorePKR 4.01 crore+62%

By phase, the picture reverses. Price per square foot, rounded as Zameen displays it:

DHA Defence phasePer Sq ftBahria Town PhasePer Sq ft
Phase 211,000Phase 215,000
Phases 1 and 58,000Phase 514,000
Phases 3 and 46,000Phases 4 and 613,000
Phase 63,000Phase 112,000
Phase 72,000Phase 310,000
Phase 91,000Phase 77,000
  Phase 84,000
  Phase 91,000

Bahria has six established phases and the price per foot is between 10,000 and 15,000. This is higher than DHA’s phases, which are between 6,000 and 11,000. The size table shows a picture because Bahria’s average is lowered by later phases like Phase 8 and Phase 9 as well as by the mix of listings. DHA’s average is lifted by Phases 1 2 and 5. The main point is that a brand average does not answer any buying question. Compare Phase 2 with Phase 2 or the phase you can actually afford with its phase.

Direction of movement: DHA Defence’s average is 14% higher than a year ago and about 1% higher than two years ago. Bahria Town Rawalpindi’s average is 7% higher than six months ago but about 4% lower than a year ago and about 8% lower than two years ago. Some Bahria phases show the changes for three, six and twelve months (for example 16%, 16% and 16%) which suggests there is not much data. Ignore those percentages. These are asking prices, not sales.

4. Access

Do not choose based on map distance. According to Wikipedia, DHA Phase I is between Potohar Avenue and Bahria Town Phases VII and VIII. The two developments are next to each other at that point. Use the entrance the roads you will use during peak hours and the time it takes to get to work, schools and the hospital. Visit the block preferably during traffic.

5. Rental & Resale

Global Property Guide using Zameen data reported an Islamabad gross rental yield of 7.16% and a Rawalpindi average of 6.64% in Q1 2026. These are yields for one- to three-bedroom homes before any costs and we could not find any brand-level figures for DHA or Bahria. A bare plot makes no money.

Gross rental yield is calculated as rent divided by purchase price multiplied by 100. A PKR 20 million house that is rented for PKR 1.2 million a year gives a 6% yield. Subtract vacancy, maintenance, management and tax to get the amount.

For resale look at how many similar plotsre listed how long they take to sell and whether asking prices are being reduced. A plot that is cheap because its approval is not complete is harder to sell.

6. The Cost Of Getting In and Out

FBR’s Tax Year 2027 rate card collects 1.25% from an Active Taxpayer List (ATL) buyer (section 236K) and 2.75% from an ATL seller (section 236C). For one purchase and one sale this is 4% of the value for ATL parties compared to 10.5% and 11.5% (22% in total) for -ATL parties on purchases up to Rs 50 million. On a PKR 20 million property this is PKR 800,000 against PKR 4.4 million assuming fair market value equals the price. These are taxes and the final outcome depends on your situation.

Society transfer and record fees are set by each society. We could not check either list so ask for it in writing. CDA’s 1% transfer fee applies to CDA-administered property not to plots in a society. A short-term trader needs the price to go up enough to cover all these costs before making anything. See our guide Property Transfer Process and Costs in Islamabad vs Rawalpindi.

7. Five Questions to Ask Before Paying

  • Which exact phase, block and plot is this. Is it a possession plot, a balloted plot or a file?
  • Which authority is responsible for this phase. What is its current record? For Bahria phases in ICT check CDA’s register and Public Notices; for Rawalindi phases ask RDA.
  • Is the block inside the approved layout or in an extension or revised plan that is waiting for approval?
  • What are the unpaid bills and the society’s transfer fee and rules in writing?
  • Can I confirm all of this directly with the society and the authority before I pay?

For the process see How to Verify a Housing Society, in Islamabad and Rawalpindi.

8. Which Suits Which Buyer

Building a home soonA phase with confirmed possession in either developmentPossession and building permission matter more than the brand

9. Mistakes to Avoid

  • Comparing brand averages of phases.
  • Treating a famous name as proof of approval for an extension.
  • Reading an asking price as a sale price.
  • Ignoring entry and exit costs.
  • Relying on a dealer’s account of an NOC.

Frequently Asked Questions

Is DHA Islamabad better than Bahria Town Rawalpindi?

Neither is better in general. DHA Defence plots list higher on average for the size but Bahria’s established phases list higher per square foot than DHA’s. Compare the phases and their verified status.

Which is cheaper?

On Zameen’s August 2026 averages Bahria Town Rawalpindi plots are cheaper by plot size (for example PKR 66.51 lakh against PKR 79.33 lakh for 5 marla). Cheaper phases tend to be the developed ones.

Is DHA Islamabad CDA approved?

DHA operates under its Act of 2013 and is not on CDA’s private housing register. Third-party guides say no separate NOC is needed; confirm for your phase.

Is Bahria Town approved?

It depends on the phase. CDA’s register shows issued NOCs for some phases and not for others CDA has published notices on phases and RDA has issued a show-cause notice to one extension. Check the phase.

Which is better for income?

Compare completed houses with rent evidence. We could not retrieve brand-level yields; the city averages are 7.16% for Islamabad and 6.64% for Rawalpindi, gross.

Is a possession plot better than a file?

Possession is more useful, for building. It does not replace title and approval checks. A file may represent an entitlement so confirm what it conveys.

Conclusion

The best investment is not the brand but the phase whose price per square foot, delivery stage and legal position can be checked for your needs. In the 2026 data DHA’s average has held up better than Bahria Town Rawalpindi’s Bahria’s established phases are the expensive per square foot of either and the legal risk, in both is focused on specific phases and extensions. Buy a block and price in the round trip.
