Rent Trends in Islamabad 2026: Rent Trends, in Islamabad 2026 Reveal Where Tenants Look, How Rents Move and What the Law Says

No dataset records where tenants search in Islamabad. Guides that claim to know are guessing. What can be checked is more useful: how many households rent how fast asking rents are moving, where rental listings are concentrated what government employees can afford and what the law says about increases and agreements. This guide sets out that evidence labels what it can. Cannot show and turns it into practical advice for tenants and landlords.

The answer: rents are rising faster than property prices about a third of Islamabad households rent listings cluster in DHA Defence and the F-sectors and under the Islamabad Rent Restriction Ordinance a written agreement must be presented to the Rent Controller within thirty days and rent rises, by 10% a year unless the parties agree otherwise in writing.

2. What The Numbers Say

Renting is not a niche; more than a third of households do it and 15% live in government housing, which ties part of demand to public-sector allocations. Asking rents rose faster than plot prices over the year which has lifted gross yields. Two caveats apply. These are asking rents, not agreed rents and the rent figures come from listings. Check any area-level claim, against current listings.2. Where rental listings are concentrated

On 31 October 2026 Zameen listed eleven thousand nine hundred eleven homes for rent in Islamabad. One third of those homes were houses, which’s three thousand nine hundred ninety-seven houses or thirty‑four percent. Another thirty percent were flats, which’s three thousand five hundred forty‑three flats. Upper and lower portions together made up four thousand forty‑two listings, which’s another thirty‑four percent. The remaining homes were rooms, farm houses and penthouses. The portions category – is, a single floor of a house that is let separately – is often ignored in rent guides yet it makes up a third of the portal’s supply.

For houses the largest listing counts, by location were:

LocationHouses ListedLocationHouses Listed
DHA Defence456G-13183
F-7437Bani Gala167
F-6284F-11151
F-8260B-17126
D-12232I-8115
Bahria Town208E-783
F-10199G-1145
E-11186I-1419

The F-sectors mentioned above – F-6, F-7, F-8, F-10 and F-11 – hold 1,331 listings. That is one third of all house listings in the area. DHA Defence and Bahria Town together hold 664 listings 17 percent of all house listings. Many areas that really have supply for example D-12, F-8 and Bani Gala do not show up in rent guides. In contrast G-11 and I-14 have few house listings. Read this carefully. Listing counts show supply on a portal on a single day. They do not show tenant demand, vacancy or how many lettings actually happen. Also some properties appear more, than once in the listings.

3. A Snapshot Of Asking Rents

The table displays the asking rents for properties that were shown on one page of results on 31 October 2026. These are examples, not averages. Each listing is unique in terms of condition, quality and potential, for discussion.

LocationPropertyAsking Rent Per Month
B-175-marla housePKR 1 lakh
Multi Gardens (B-17)8 to 10 marla housesPKR 1 lakh to 1.5 lakh
Faisal Town (F-18)8-marla housePKR 1.3 to 1.4 lakh
Mumtaz City8-marla housePKR 1.35 lakh
D-124-marla housesPKR 1.6 to 2.2 lakh
Gulberg Residencia10-marla housePKR 2.3 lakh
F-11/1333-square-yard, 7-bedroom housePKR 3.8 lakh
DHA Phase 21-kanal housePKR 4.3 lakh
I-8/314-marla housePKR 4.5 lakh
F-7/11-kanal, 5-bedroom housePKR 5.5 lakh
F-81-kanal housePKR 7 lakh

The lesson is that plot size does not set rent on its own. A 4-marla house in D-12 asked more than a 10-marla house in B-17 so location and condition matter more, than size.

4. Area Notes For Tenants

• F-6 and F-7: These are the central and the most expensive areas. There are listings here. They are good for professionals and families who want a place that is well established. Make sure to check the condition of each house. A high rent does not always mean the house is well maintained.

• F-8, F-10 and F-11: These areas have a lot of houses in many different sizes. Make sure to check the commute, parking, backup power and water supply.

• D-12: This is an area with many houses available. Sometimes people overlook this area. Small new houses in this area can have rents.

• E-11: This area is known for apartments. The building management, lifts, parking and service charges can be different in each building. Make sure to inspect the building

• G-13 and I-8: These are choices for families. Each has commutes. I-8 offers access to both Islamabad and Rawalpindi.

• B-17: The rents are lower in this area. The commute is longer. Count the travel cost and time.

• DHA, Bahria Town, Gulberg and Bani Gala: These are planned communities. They have a number of houses but different blocks, different access routes and different service levels. These areas can also be, in Punjab, which affects the laws that apply (see section 6).

5. Government Employees As A Demand Anchor

The Ministry of Housing and Works announced an 85% rise in ceilings for federal employees from BPS-1 to BPS-22 starting 1 November 2025. The last time rental ceilings were adjusted was on 28 September 2021. The new monthly rental ceilings in Islamabad, in rupees are:

Pay ScaleBeforeAfter
BPS 1–27,02913,004
BPS 3–610,98020,313
BPS 7–1016,40330,346
BPS 14–1631,08557,507
BPS 17–1841,14776,122
BPS 1954,704101,202
BPS 2068,700127,095
BPS 2182,261152,183
BPS 2298,444182,121

The measure was said to cost around PKR 12 billion. A ceiling is a limit, not a market rent and private landlords do not have to follow it. But the comparison is helpful: every house in our picture above asked more, than the BPS-17 and 18 ceiling of Rs 76,122. That helps explain why many public-sector tenants look at apartments, portions and areas out.

6. What The Law Says: Tenants And Landlords In ICT

The Islamabad Rent Restriction Ordinance, 2001 as amended by the Islamabad Rent Restriction (Amendment) Act, 2021 (text on Pakistan Code updated to 18 April 2022) sets the main rules for premises, in the Islamabad Capital Territory’s notified areas.

IssueWhat The Ordinance Provides
Written agreementA landlord may let premises when a written tenancy agreement is in place.
Registering the tenancyThe landlord must present the agreement to the Rent Controller within thirty days. The Rent Controller will enter the agreement into a register. Seal it. This action does not replace registration under the law on registration of documents.
PaymentAll payments must be made by crossed cheque or by presenting a receipt.
Annual increaseRent increases automatically by ten percent at the end of each year of tenancy unless the landlord and tenant agree in writing to increase or not to increase.
PremiumsA landlord may not charge a premium or any sum above fair rent for granting or renewing a tenancy. The tenant can recover sums.
UtilitiesA landlord may not cut off electricity, gas or water without cause. The tenant can complain to the Controller.
RepairsIf the landlord fails to keep the building in repair the Controller can allow the tenant to repair and deduct up to two months of rent per year.
EvictionOnly through the Rent Controller. Grounds include rent unpaid within fifteen days of the date unauthorised subletting or misuse, nuisance, reconstruction and the landlord’s good‑faith need for a residence.
During eviction casesThe tenant must deposit rent with the Controller by the fifteenth of each month. Lose the defence.
DisputesReferred to a Mediation Council convened by the Islamabad Chamber of Commerce which must finish within thirty days. Appeals go to the District Judge within thirty days.
New ownerMust notify the tenant by registered post. The tenant has thirty days to pay rent to the owner without being treated as, in default.

Scope: The Ordinance covers the areas of ICT that the Federal Government lists (S.R.O. 83(KE)/02 of 19 July 2002). It does not include every address that is sold as “Islamabad”. Other laws, such as Punjab’s Rented Premises Act, 2009 and the Cantonments Rent Restriction Act, 1963 control the remaining areas. Ask a lawyer which law applies to your property especially if you live in DHA, Bahria Town or Gulberg.

Police registration: ICT Police says that registering a tenant is mandatory. You can fill out a form, on the website or go to a Police Khidmat Markaz centre to register. After you register keep the application number.

7. Costs Beyond Rent And The Landlords Tax

Tenants should calculate the cost: rent, deposit, maintenance and service charges, utility bills, agent commission and moving costs. The Ordinance stops premiums above rent so get a receipt for every payment and put each payment in the agreement.

Rent is income in Pakistan under “income from property”. Where the tenant is a person such as a company tax may be withheld at source under section 155 at higher rates for landlords not on the Active Taxpayer List and it is generally adjustable, against the final liability. Confirm the slabs in FBRs rate card. Take tax advice.

8. Checklists

For tenants

  • I have visited the property. Checked the walls, plumbing, wiring, water pressure and backup power.
  • I have compared least three similar listings and know the asking rents of these listings.
  • The landlord is the owner. Has written authority.
  • The agreement is written states the rent, increment, deposit, repairs and notice. Is presented to the Rent Controller within thirty days.
  • I have receipts for every payment.
  • I have an inventory and dated photographs.
  • The tenancy is registered with ICT Police.

For landlords

  • Rent is set against current listings, not hope.
  • The property is. Photographed before listing.
  • The agreement is written, presented to the Controller. States the annual increment.
  • The tenant is registered with the police.
  • I have taken tax advice on withholding and, on declaring rent.

Is furnished accommodation better?

Furnished homes are an option for short stays or, for people who are moving. Take photos of the furniture. Create an inventory list no matter what.

Conclusion

The rental market in Islamabad is big focused in areas and very competitive so that the rent you are asked to pay is higher than the value of the property. The best choice comes from looking at the homes on the exact street you want remembering that a maximum or average is not the actual rent and making sure the deal, the increase, in rent and every payment are all written down. The law offers support to tenants and landlords than many ads say, so take advantage of it.
